Jira Software can't create a board

After creating a new account, I want to create a board. The message on the download page says the following:

One moment, your site is starting up

This won't take more than a minute or two. You'll be taken there once it's ready.

This is taking longer than expected.
Don't worry, we'll send you an email when your site is ready.

But it's already taking about half an hour.
I don't see that waiting will be the best action.
