I need your assistance on how to obtain developer license. I followed the instructions from the jira website but i can't see where to generate developer license key.

A normal evaluation license would work on Jira Development Server.

When running jira using

atlas-run
or
atlas-debug

Jira runs with a license that is set for 3 days. After it expires, you may restart your development server re run atlas-run or debug and you will get another 3 day license

But if you'd like to get a normal evaluation license which is valid for 30 days visit:

https://my.atlassian.com
