I can't speak for Atlassian on exactly why they're trying to differentiate "collaboration" features with Cloud specifically. But I will agree with the next few words there where they differentiate Cloud as better with "innovation" should be given more weight in your evaluation.
Atlassian's Cloud offerings are their way forward. They're not "innovating" as much these days with Server and Data Center. Cloud is the "latest and greatest". So any new "collaboration" features are more likely to be in Cloud, and are less likely to ever make it to Server or Data Center (as a general rule -- there will be exceptions).

With my limited experience with both the server and cloud versions, I was under the impression that the"collaboration" experience would be mostly similar between the two services at least for the end user.

In general, it mostly true that all three Hosting Types of Atlassian products have similar functionality (collaboration and otherwise). But we can't get around the fact that over time Cloud will evolve beyond the Server/Data Center versions more and more in a unpredictable ways over time.
