After each sprint, we capture metrics for commitment vs. completed (velocity chart), scope change (burndown chart) and support tasks (we track this by a support epic each quarter). We gather manually and enter into a spreadsheet which has target percentages. For example, velocity stability should be greater then 80%, scope change should be less the 20% and support escalations less then 15%. We also roll-up the sprints for an overall for the quarter.
The goal is to bring this all together in a report without manually gathering the data. Can this be accomplished with Jira software? If not, would premium solve our challenge. Other thoughts?

The best solution is to have this info in a real-time dashboard in Jira.

Correct - The biggest user feature enhancement that Premium provides is Advanced Roadmaps. Outside of that it's mostly under the hood stuff like increased limits and a sandbox for your instance. Here's a more complete comparison chart:

To do most of what you asked, you may need a marketplace addon/app for better dashboard gadgets and/or reports than the built-in ones. However you also mentioned target values for some measures.
I recommend listing what you capture today, what else you want to capture, why you want to capture that, and then review the marketplace apps for fit/gap to your needs. The "why" may help if you contact the vendors as they may have other ways to visualized the information than what you have considered.
