I have a Jira Server version 4.4 I would like to export 50% of the projects and import them into the Jira Cloud. What is the best way? Upgrade Jira Server in stages up to version 9 or export via CSV? What options do I have?

My suggestion is to upgrade Jira to the latest supported version then you can follow the Cloud migration guide and move your issue to Cloud using the Jira Cloud Migration Assistant.
With this method, you will ensure all the history, comments and attachments will be moved to Cloud, with the CSV option you will lose all that information.

I only have a licence for Jira 4.4, can I still simply upgrade and then use the cloud migration assitant?
I don't use any plugins in version 4..4 only Custom Field.
Actually, an iterative upgrade from versions 4-9 should be possible, right?

You can generate a trial license for the upgrade. You will need to do the following jumps before you can migrate to Cloud:
Once you are in 7.6 you can migrate your data to Cloud using JCMA
