Jira Server to Cloud migration - timezone export

Our company are looking at migrating from Server to Cloud for Jira, we've read through the documentation and the following section we are not totally clear on:

"Make sure you change your JIRA Server JVM timezone to UTC before exporting the backup for Cloud. Different timezones can cause problems with issue dates (created, updated, etc.) after the migration.
(warning) This only works with PostgreSQL. If you use MySQL you will first need to export the backup and import it into a staging/temporary JIRA Server configured to use PostgreSQL.(warning)

We use mySQL and our JVM timezone is set to UTC already, however our Default user time zone within Jira is (GMT+10:00) Sydney, do we still have to do the move to a temp PostgreSQL server before we move to cloud? Or because our JVM timezone is already UTC can we skip that step and move straight to Cloud from our server environment?
