Jira Server 6.3.8 - Disable Public Access to Filters and ViewUserHover

Hello.

Is there any way to "disable" or blacklist all the public access (not logged in users) to the URLs "/secure/ManageFilters.jspa?filter=" and "/ViewUserHover.jspa?username=" in Jira Server 6.3.8?
I know it is possible to change the filter owner and then change its shared options to "Group" or "Project", but we have more than 900 shared with everyone filters...

In Jira v7.2+ it was added the option "Logged in users" to filters and stuff, and you can change all the filters options by SQL, but we don't have it in v6.3.8.
