I need some help resolving a problem I'm encountering.
I have two companies, each with its own Jira organization, but due to company definitions, Company A has claimed Company B's domain because it owns the SSO.
My question is, if a user from Company B appears as SUSPENDED OR DEACTIVATED in Company A's Jira, will Company B still check if they exist in Company A's Azure AD to grant them access to Company B's Jira?

In Atlassian Cloud, the account itself is global, so a user can be managed by Company A and still be added as an external user in Company B.
The important part is the user status here.
If Company A suspends the user, that only removes access to Company A’s organization. The user can still access Company B if they were granted access there.
If Company A deactivates the account, that is broader. Then the Atlassian account cannot access apps in any organization, so access to Company B would be blocked too.
Also, if Company A owns the verified domain and manages that account, Company B cannot just reactivate it on their side. That has to be done by the org that manages the account, or through the IdP if SCIM is involved.
