The short answer is no. It is not possible to select a User Group in a field that is a User Picker, such as Reporter.
Otherwise the workaround suggested provided by the other responders are the same ones I would suggest.

Adding to @Fatma from VIP_LEAN Solutions's suggestion to log in with a service account while creating a work item, you have additional options:
You could use import or automation to generate initial work items in new spaces during setup, saving time and avoiding the need to assign a person as the reporter.
Alternatively, a global automation could be used during setup for those projects to automatically change the reporter to a technical user account.

In Jira, only one person can be assigned to the work item. Jira cannot recognize who will be assigned to the work item from the group. An alternative is to have sub-tasks being assigned to different users.

this would be the reporter not the assignee.
