Hello, 

I am trying to edit our Project settings in Jira to edit the screens for the following issue types. The end goal is to have templates I can use when creating tickets with prefilled text in the description.

Is this possible or does this require global settings changes?

Welcome to the Atlassian community.

Are you using Jira Cloud or Jira Server/Data Center? If the URL you use is like the following then it is Jira Cloud.

https://<something>.atlassian.net

Otherwise you are using Jira Server/Data Center.

In Jira Cloud in Company Managed projects, and in Jira Server/Data Center, you don't set default values for fields by editing the Screens. You can set default values for some fields by editing the fields under Custom Fields (available only to Jira Administrators) and creating a Context for the field. The built in Description field is not one of the fields for which default text can be set. You may be able to use this work around:

In Jira Cloud for Team Managed projects a Project Administrator is able to edit the project to set default values for fields.

Another alternative is to look at third party apps in the Atlassian Marketplace that add functionality for creating Templates for issues.
