Jira Oauth via RESTFUL API gets Signature Invalid

Getting a Status Code 401 with error message: oauth_problem=signature_invalid&oauth_signature.

Followed Step 1 instructions from this page: https://developer.atlassian.com/server/jira/platform/oauth/?_ga=2.261572493.1208866097.1584469702-240054838.1583948357

And attempted to get the OAuth Token via Postman. 

Tried the suggested solution from this link: https://help.prodpad.com/hc/en-us/articles/210867507-I-m-getting-an-OAuth-Signature-Invalid-error-in-JIRA-How-do-I-fix-it-

There are no reverse proxies and the base URL, consumer key and consumer secret all match.
