Are we going to be able to configure what's in the navigation menus, specifically the one at the top to determine what users see globally, as opposed to this just being a per user configuration?

As mentioned on your previous post:
Project admins can reorder and remove project tabs. By personalizing the project tabs to your project’s needs, your team will be able to more seamlessly switch between views.
So it is a per project setting, not per user.
