We are using Jira, Confluence and JSM, for a Group organization, that's consisted of couple of member companies. And, apart from the common basic needs, we may have slight differences in the operations between these member companies - consequently, they have different needs in terms of additional apps from the Marketplace.
So, the question is - if there's a 500 users org, is there any way to define 3-4 different subsets of users (member companies), and assign different Marketplace apps to them - so that we don't pay all 500 licenses for an app that is used by only 50 or 100 or 200 users (and then the same for 5-6 of different apps - so you can assume that we'd rather give up on all of that, instead of paying 5-6 times more than actually using the apps)?

Good day!
Unfortunately, we don't have a way to achieve this. Marketplace apps are billed for all the users having access to the product for which the app is installed. Example, if you install an app to extend a functionality in Confluence, it will be billed for the number of Confluence users on your site.
