Atlassian Team /Partners, could you please guide me here how to implement Jira Board view from Leadership level  which should have overview of business, Risks and it's financial benefits to Jira user level who works on Jira projects with delegate permissions

Yes, this can definitely be done, but usually not through a standard Jira board alone.

A board is mainly designed for the teams doing the day-to-day work. If you want a leadership-level view that shows the overall business picture, key risks, and financial benefits, while still allowing Jira users to work in their own projects with delegated permissions, the better approach is usually to combine a few Jira features rather than rely on just one board.

What normally works best is:

let delivery teams continue working in their usual Jira projects and boards

add a few shared fields that capture things like business value, risk, financial benefit, strategic objective, owner, and similar leadership information

then create a dashboard or cross-project view for leadership, so management can see a rolled-up summary across multiple projects

and manage user access through project roles and permission schemes, so users only see or update what they are allowed to

So in practice, leadership gets the high-level view they need, while project users still work at the Jira level without changing the way they manage delivery too much.

If you need financial and risk visibility, the key part is really the data model. In other words, make sure those fields exist consistently across projects. Once that is in place, the reporting becomes much easier.
