I am using jira free tier one i have seen it is free but my team not receiving any mail updating of the jira items.
Should i add it manually.. like attached.
is it free or i need pay..

I understand that you have the free plan for Jira, and your team mates are not receiving notifications. I did a lookup of their accounts, and none of their email addresses appear to be in our suppression list.
I can see there have been delivered messages to users on your site today. The most likely explanation is that your teammate's mail server might have marked these as spam or quarantined the messages. If that's the case, then I would have those users check their spam folder and reach out to their mail admin for additional help.
But being this is a free plan site, it does leave another possibility.
There are additional limitations to the total number of notifications which can be sent in a day on a free plan. More details in What is the Free Jira Cloud plan? From that page:
Jira can send a maximum of 100 emails per day on the Free plan. After 100 emails, notifications are paused until the following day. You can upgrade your plan to allow for more email notifications.
Although this would only explain if some messages were not being delivered from a free plan site. I can see in the mail logs on our side that there are messages being sent by that site today to your users. If those users are not seeing these, I'd recommend they check their spam folder as the mail server is showing me these have been delivered.
