Rebooted a Jira 9.12.16 Webserver running on Redhat Version 8
Jira getting a bootstrap error when trying to start

is this a new install ? Did you remember to update the config files for JIRA_HOME for example : https://confluence.atlassian.com/adminjiraserver0904/setting-your-jira-application-home-directory-1188768789.html
It could also be a permission issue with your database if you already went through the setup process. I would check that the db user can write to the database for example.

We attempted to upgrade from 9.12.16 to 9.12.22
Got the bootstrap error
So we rolled back to a VMWARE Snapshot
But after the rollbackup to the original image we get the same bootstrap error
