This question is in reference to Atlassian Documentation: JIRA applications and project types overview

If we run JIRA Software for 100 users do we still need to buy a server license to run JIRA Core?

No.

The docs do say it, but there's a lot there, so it's easy to miss.  A licence for JIRA Software gives the user access to Software and Core.

For that 100 JIRA Software users, NO. JIRA Software gives also access to JIRA Core.

But YES, if you want to give access to another users (other that the 100) ONLY to JIRA Core.
