Jira Core Server Install Auto Create

Does it allow Email Create/Update and API create/update to projects and tasks?

I read yo can do it from a cloud install from email but we would need it from a local server install.

If it can please point me to the documentation or examples.

Thank you, I see the email part of this but can you also do it from a API call?

We ideally would like mass project/tasks auto created in JIRA Core from particular orders in our Enterprise database.
