Jira Comments Duplicating for specific user

When a specific user comments on an issue, his same initial comments get added to issue again and again after an interval of 15 mins. there are no automations causing this. And comments are under this name only.

Comments can't be added without reason. Maybe there is global automation rule, not local in project?
Check automation settings, that there are no rule executions.

 

If it's empty, maybe you have connected external service, which makes this actions?
But it's pretty hard to diagnose.
