Jira/Carbeat board chat plug-in?

Hi everyone,

I utilize the kanban board software through AkzoNobel (Carbeat).  We recently migrated from Trello, which had a great feature that allowed you to tag a user on a card to send them an instant message or alert about the details on a particular card.  It does not appear that Jira has that available. 

I'm trying to find out if there is an additional plug-in needed or if this feature exists at all.  I only see that notes can be added by someone, but no way of creating an alert.

You can use mentions in rich text fields or comments to poke someone like this.  Stick an @ on the beginning of their name (same as you do here!)
