Jira CSV import wrong value for 1/60, instead of 24h, it return 24 min

I'm using Jira Data Center 10.3 

in this documentation, it say that 

Original estimate

The value of this field needs to be specified as number of seconds.

But when I input with that seconds, it return for 1/60 , instead of 24h, i got 24 min 

Is it a bug?

That appears to be a known problem: https://jira.atlassian.com/browse/JRASERVER-68793

There is a suggested workaround to change the default units for time tracking.
