Jira Administrator vs System Administrator Roles - Data Center vs Server

Does the System Administrator role/group exist in Data Center, or only in Server? It looks like the Jira Administrator role in Data Center also includes the permissions that are separate in Server.

Depends how the SA permission was set up in your instance. I think by default they are the same, and many places use them in the same way. But really System Administrators are supposed to be the ones with permission to make changes that affect the files on the Jira instance, and Jira Administrators make changes that affect Jira configuration in the DB.
