JQL to show absent child tickets for a parent ticket

Hello, the highest level Issuetype we have is an Initiative.

We use Milestones as an Issuetype for stakeholder comms, which is at the same level as Epics.

How can I create a JQL to return Initiatives that are in "Delivery" status that are missing Milestone child tickets?

Are Milestones (and Epics) the level directly below Initiative?

I don't think there is a way to get this with native Jira JQL functionality. There might be a work around that could be constructed using Automation Rules, through which you could send the output in an email.

It might also be possible to do with JQL if you are willing to consider, or already have, a third party app that extends JQL capabilities.

How would you construct the Automation Rule?
