JQL filter for linked issues not working correctly

I'm confused in my JQL search: I need to see all issues that don't have the implements-link. I tried:

issueLinkType != Implements
issueFunction not in hasLinkType(Implements)

But each time I get issues that has got implements-links in it... Am I the only one encountering that issue or is this a general bug in Jira?

Our Jira version is: v8.20.15

Do you have ScriptRunner? Can you tell us what version it is? I believe issueFunction is part of that add-on.

issueLinkType NOT IN (Implements)

...and if there's an inverse link type, include that - for example:

issueLinkType NOT IN (Implements, "is implemented by")
