I want to automate evidence gathering for compliance purposes, I need a JQL script that generates all offboarding tickets.

As the others mentioned earlier, JQL is used for search/filtering rather than ticket creation. However, there are other ways to automate the creation of offboarding tickets.
If you are open to using third-party tools, I can recommend our solution, Smart Templates for Jira.
It allows you to create a standard set of Jira work items (or a single work item) and save it as a template for further use. After this, you will be able to automatically generate your offboarding ticket from that template.
Here's an example of an offboarding template for Jira. In this case, it's an epic containing a set of tasks with checklists. The template contains variables, such as {{employee_name}}. These variables enable you to easily adapt a single template for multiple uses.
Smart Templates has its own automation features and can also be used with native Automation for Jira.
Could you please provide more context about your workflow? Then I would be able to suggest more specific steps for setting up an automation rule. For example, it would be good to figure out what event could trigger this automation. How does the offboarding process work in your organization?

Do you mean that you want to create a JQL filter/search that will return to you the list of all offboarding tickets?
If so, are you familiar with how to search for tickets?

The simplest search would be to get all the items that have the work item Type that you have specified as Offboarding.
You can use the Space selector to limit the search to items from only specified Spaces. An from the More Filters selector you can select other fields to use for criteria, such as selected the Created data field and specifying the date range for tickets of interest.
