JIRA upgrade from 7.2.4 to 7.11.1 error - JIRA couldn't create the jira.home directory

I attempted to upgrade form JIRA 7.2.4 to 7.11.1. After the installation, I encountered the following error message:

The suggestion for a resolution is already in place. The existing directory service account is part of the local administrators group on the JIRA server so there should be no issues with ".... to create and write to the jira.home directory". I executed the installation with "Run as Administrator".
