JIRA reports: what do you use to measure development performance?

Hey guys. Looking for the best way to measure development KPIs, to name a couple - bugs per release & delivery on time.

Trying to work out the best way to track and measure these on a monthly basis. 

How do you do it? Any good practices? 

For bugs - having a separate board/sprint, working with bug naming to reflect the sprint/feature that was worked on, etc?

For delivery on time - what's the best chart/report to look at?

I think reports like control chart, sprint and velocity and burndown helps for tactics.

About strategy it will be a little another level like in BI
