JIRA prod 13 versus JIRA prod 14

can you link components across 2 different versions of JIRA (jira prod 13 versus jira prod 14)? for example, if i write user stories in version 14, can i create a tag/component to link to the project in prod 13?

I think we need a little more explanation of this questions.  You have used "Jira 13" in a way that implies you are using Jira 13, which would be difficult, as the latest version of Jira available is 8.5

Do you really mean "version" as Jira uses as a field?  If so, that helps, but leads me to confusion about what you are trying to do.  You can write a story with "affects version = 14", but I don't know what you mean by "tag/component to link it to another version"?
