We have had issues when a user adds a gadget to their dashboard this may cause JIRA to freeze up when signing in. I want the user to delete the gadgets from their dashboard or change the default page when signing in but of course they can't because JIRA is frozen. Any ideas how to solve this? Can an admin make changes to a users dashboard?

Unfortunately dashboards only have one owner, and that is the person who can edit it. There appear to be marketplace add-ons which enhance ownership, but I have never used any of them.
Using the documentation below on managing shared dashboards, the site admin could change the owner, and then edit to address the board's problem, and then set the owner back:

To prevent the login problem you noted, consider having people start on a different page using a saved URL, such as a backlog or board view. They can quickly jump to the dashboard as needed from the top-nav bar.
