Is it possible to give permissions to update workflows in a specific project? Vs. giving global admin permissions?
If not, how are people managing workflows? Each of our project teams has a need to adjust their workflows and it's painful to always have to pull in an administrator to pair with to update and test a workflow.

Are you working with Jira Cloud or Jira Server/Data Center? If your URL is similar to this you are using Jira Cloud:

In Jira Cloud there is a project architecture called Team Managed projects. That architecture does not support quite all the same functionality of Company Managed projects and the customizations available there. However it does enable the Project Administrator the ability to manage their own customizations and have those customizations available and impacting only their one project.
If you are working with Jira Server/Data Center then your options are more limited. There is a concept there called Extended Project Admin permissions which can give a Project Admin permission to modify the workflow for their project under limited circumstances.
