JIRA - Webhook integration to 3rd party app

Hey Team,

I am looking to integrate Jira with a 3rd party package called Medallia (OCEM) and have been able to integrate this one way. As in I can make Medallia send a POST request to JIRA in order to create a ticket (Done via basic auth). What I need is JIRA to send me back a POST request when that ticket is updated. I can do this by adding webhook as a post function to a workflow, or by using Atlassian Marketplace > Device42 CMDB for Jira Service Desk, or by configuring a webhook manually in JIRA. This requires global admin permission for the user however, which it seems I dont have. Could you please tell me how to do that or help me with other ways to have JIRA talk to my application once the ticket status is changed? Please also tell me if I require any permission to have the global admin access.
