JIRA Staging server re-index request after every restart

We just stood up a new JIRA 7.1.1 staging server and every time the application is restarted we get the message below:

We recommend that you perform a re-index, as configuration changes were made to 'Plugins' at 10/Apr/18 2:33 PM

The timestamp in the message is consistently the time at which the application came up. I found a related topic at the URL below but that was specifically for a defect in Service Desk which we do not have installed. 

I can't seem to find the culprit in catalina.out so I'm hoping someone might have run into this before. We don't see the same behavior on the production server either.

Thanks Brant, we don't have either of those add-ons installed but there certainly could be another one causing the issue. I should be able to disable all add-ons then enable one at a time between restarts until the problem shows up again to isolate which one is the culprit.

The odd thing is that the production server has the exact same add-ons installed and does not seem to have this issue that I am aware of. I will have the team capture the catalina.out file right after the next scheduled app restart this weekend to confirm that however.

Do you have JIRA Suite Utilities installed as an add-on? or nFeed? The issues seems to be a known issue and several add-ons have also been identified as causing this to occur in addition to the service desk.
