After fresh JIRA Software Server install there is no "Administration" button under 2 different users with full permissions list. Button should be in the right upper corner.
Administration section is available if accessed by https://<jira address>/secure/admin,
Is it a bug?
UPD: Now I found that there is also no button for switching between linked applications (the upper left corner), although the applications are linked and in the administration section this button is present.
