In both Chrome and Firefox, the Invite Users page doesn't scroll, so on my laptop I can't get all the way to the bottom of the page to add users. Not an issue on a desktop as it all fits on one screen. Any thoughts?

I have tried to reproduce the reported behavior but I am able to scroll using both, Chrome and Firefox. Therefore, in order to further investigate, can you kindly let us know:
It would also be useful to open the developer tools in browser and check if anything is blocked or failing to load when opening the page to invite users.

I just did test on my desktop, and the issue is the same, you just never normally see it because the desktop has sufficient resolution to have the whole page visible.
Important Information:
1. Scrolling with the mouse wheel works. ( I didn't have a mouse when I first saw the issue)
2. Scrolling by grabbing the side bar and dragging doesn't.
3. It is ONLY the invite users page. Every other page can scroll using the mouse wheel or dragging the slider.
Yes we have antivirus installed, but it doesn't seem to stop every other browser window from scrolling.
Incognito makes no difference.
Not related to resolution of the screen as its consistent behaviour on screens of different resolution. Firefox 68.0.2 (64-bit), Chrome Version 76.0.3809.100 (Official Build) (64-bit).
Exact Steps:
From the main menu go to Jira Settings then User Management, Click on Invite Users. On this page, make your browser window smaller so you can't see the bottom buttons (Invite User and Cancel). Try to scroll the screen by using the right scroll slider. In my case the slider moves but the screen stays where it is and I can't access the Invite User and Cancel Button.
I have a work around now (use a mouse with a scroll wheel) but please let me know if it works for you.

Thanks for providing more details, I am now able to see the issue (I was using the mouse wheel to scroll) and I have opened the below bug ticket in order to have it fixed:
As mentioned in there, it looks like the scroll-bars displayed are actually the ones for the page in the background (the list of users) and that's why they don't have any effect on the 'invite users' page.
You can set yourself as a watcher to the bug ticket so that you will be notified in case of any update. This bug will be addressed according to the Atlassian Cloud bug fixing policy.
