No.

That app has not been maintained by Atlassian for quite some time and they write:

This plugin is no longer actively developed or supported, and there are no plans to make it compatible with Jira 7.0 or above.

Commit Policy is an app that is replacing it.

Unfortunately, this is not available for the cloud yet either, but remember to vote for that feature request.

I am not sure if any alternative is for JIRA. For sure there are for Bitbucket. In my opinion you do not need any specific plugin. Using REST API, creating a simple script that will be executed on pre commit that checks issue details based on commit message.
