JIRA (Cloud) Rest api Access with OKTA

The use case: Jira Cloud is integrated with corporate Okta instance. There is another internal application integrated with Okta via SAML. The application wants to make Jira Cloud API calls with the credentials of the user authenticated via Okta. Is there a documented/recommended handshaking mechanism allowing to pass authenticated Okta user credentials to Jira API?

I tried to search previous similar questions on this topic but none of them provided a conclusive/fully relevant answer. Would greatly appreciate any guidance
