JIRA Access Constraints Message

I get the following message after migrating our Jira server(6.3.12) from one VM to another. Jira works though, it's just that this annoying message appears on the front page each time.

This is the message:

"

JIRA Access Constraints

There are no problems accessing JIRA at present.

Back to Jira"

We have a license for 250 Users and it's valid. While clicking on 'Back to Jira' it goes to 'jira.our-private-domain.tld/secure/MyJiraHome.jspa' and get to the login screen.

Anyone has any idea what's happening ?

It's difficult to say for sure what is causing this without looking more closely at your logs.  There is one scenario where you can see this error message because your license is expired, and the version of Jira you are trying to run ( or upgrade to ) is newer than the expiration date of your license.  If that happens, Jira is not expected to start up.  This is detailed in the KB After Upgrading JIRA presented with JIRA Access Constraints warning.

If that isn't the case here, I would be interested to take a closer look at your $JIRAHOME/log/atlassian-jira.log file and look at the startup to see if any errors are being generated here during start up.  

You might not be able to post the entire log file to this site directly, but you could use a service like dropbox or google drive to upload the file to first and then share that link with us to investigate further.
