Cannot add user, all the user directories are read-only.

Operation System : CentOS 7

Database : mysql

This is a going to be a bit vague but I had issues setting up my local MySQL and I'm not sure what eventually fixed it but things to check are:

• does your jiradb user have all the privileges it needs in the db - I gave mine everything
• is the db empty to start with
• check the atlassian-jira.log file fr specific errors and post them here.
