I am able to edit someone else's comment without any indication that someone other than the author of the comment has edited it. This seems like a big privacy breach. Is this intended behavior?

This is not a security breach — it's the expected behavior, controlled by the permissions set in the project permission scheme.
You can configure there who is allowed to edit others comments, or restrict users to only edit their own comments.
Hay mate, as far as I'm aware, this should be configurable. But keep in mind even if a user edited or deleted a comment. You can see the background by looking at the Work Items types "History" in the bottom tabs near comment.
