Currently me and other users are facing issues opening this:
https://reconinc.atlassian.net/jira/software/projects/RAT/boards/8 No one is able to access it, not even myself
https://reconinc.atlassian.net/jira/core/projects/REC/board - Yoav is able to access it and added me again but Luis is not able to access it.
Please help urgently!
Could you proivide some explanation of what exactly you are trying to do as well as screenshots so to make it possible for us to understand and analyse the problem?
furthermore:
Are you an administrator in this jira site? Was there a permission scheme added to the project so that people need to be added to the project in order to see issues?

As I can see from the above screenshot it´s a team-managed project. This means access and permissions are handled within the project, not globally by a Jira Admin. (it seems the access configuration is set to private).
I recommend to red through the following link that explains all the details about configuring access and permissions in a team-managed project:

Ok. Turns out it was just that a payment was pending, credit card wasn't working. Jira should be more clear about this, we ended up running in circles to try to figure out what was happening when it was quite simple.

billing & payment are responsibilities of the site admin. generally site admins get notified if there is an issue with any payment.
In case there was no notification (which I would highly doubt) please raise an issue to atlassian.
Otherwise I would discuss responsibilities with the site admin.
Still: Please consider to whether accept the answer or post your own answer and accept this one afterwards just to make sure it‘s marked as solved.

Ok I understand. The admin wasn't on top of this. Now me and Yoav are also admins (Yoav was a "trusted" user only) to make things easier. Thanks
