I had the same issue with my instance last week and immediately hit the Give Feedback button on the issue view screen that can be seen in your video.
Atlassian contacted me about the issue a day later, however the issue was fixed. I had to assume that my instance was updated within 24 hours as the issue detail view had been reverted back and the time tracking issue we both experienced was fixed.
My advice would be to contact Atlassian.
