Anyone experiencing this kind of issue? When adding new user, I can query/see the user but when adding them, the page goes back to view mode and user will not be added. You need to click the edit mode again to try to add new user. There are users you can add, but some accounts getting this kind of behavior.

Are you an organization admin? Can you see if the users that you are not able to add have a Confluence license?
Yes, they have license and even can see them in the "Search for internal users" text field, their names shows on this field

@Eric You check the license at https://admin.atlassian.com/ for the users? Are you adding them at the space level? Can you share a screenshot of where you are adding them?
