Issue assignment workflow

I want to find out what is the recommended workflow for issues. When QE opens an issue, they set the component and automatically dev resource is assigned. Once Dev address the issue, should the status become "Dev Done" or "Bug Fixed"? Also who should be the assignee? Still the developer ? Or back to QE resource?

I know each org can do whatever they want, but want to know what was the original intended process as deliver by the product.

The original process in Jira had no QE.  You can see what it was by looking at the built in "jira default" workflow which has no steps for it - an issue is "resolved" by the developers and then "closed" or "reopened" by the reporter depending on whether they think it's been fixed or not.
