After migrating to a cloud instance, we have the following problem.
Whenever someone creates a new issue, an assignee can be selected. After successfully saving and reopening the issue, the assignee is always "unassigned".
We are not able to identify where to track down the incorrect configuration.
We have checked the "assignable users" setting - all of our team, can be found there. The configuration seems to be correct, since after creation, any team member can be selected as a recipient.
In the attached screenshot I would expect that assignee is still "Nicole Zahnd" after creation.

Do you mean the the issue can not or no longer be found after it has been created without an Assignee? Do you remember the issue key? Are you able to find the issue when you type in the issue key in the Search bar?

Does the reporter (the person who creates the issue) have the Assign Issues permission?

yes - as i can assign the issue directly after its creation.
Right now it seems I found it. Within the workflow it was configured to remove the assignee.
