Issue Type screens appearing differently

If a ticket is created within the Epic you are not prompted to fill out all fields - even when you open up the ticket all of the fields aren't shown in edit / view

If a ticket is created from the blue create button then you are prompted to complete all fields - all of the fields are shown in edit / view

The majority of fields are mandatory and must be populated regardless of how the ticket is created

I'm not sure why the two ways of doing this would appear so differently?

This is correct way of that. From epic issue you can create "very fast" story by putting issue type and summary. Rest of the fields you need to fill later. As you noticed there is a huge cons that if you have lot of required fields this fast story creation will not work. 

About fields visibility - please review your Layout configuration because there is a huge chance that fields are set like "hide if empty".
