Issue Matrix visualisation

Did you know if it is possible to have the "Issue Matrix" before the "Linked issues"?

I appreciate any help you could provide.

The Issue Matrix in your image is not functionality native to Jira Cloud. That must be something that was added to your instance by a third party app.

Jira does not provide a way to rearrange the items displayed in the issue details screen.
