Issue Hierarchy above Epic shows create sub task instead of child issue

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I have the following Hierarchy (-1:Sub Task,0: Task, 1: Epic, 2: Feature). When I go into the level 2 issue (Feature) it shows (Add Sub Task, Instead of Add Child Issue). Ideally, it will allow me to add child issue of level 1 (Epics in this case). If you open an epic, it says (Create Child Issue) and Ideally, all parents would have this same functionality. Is there a way to enable this?
