Is there any ways to allow access to tickets that they reported, but not anything else in JIRA

Hi, I have a team-managed Business project in JIRA. As someone who collaborates with a lot of Tech Leads, I need to constrain their access to their own tickets but not anyone else's. 

Is there any way I can give Reporters access to their tickets, but they won't be able to see others.

My JIRA board type is: Business Project, team-managed.

No, not with a Team-managed project. You can do it with company-managed projects using the issue level security. But that is not available for Team-managed projects yet.
