Can you make sure that on sandbox that the attachment field is not marked as "hidden" in the field config scheme for any of the projects. You can change your JQL to a specific sandbox project and see if you are getting the same error. If you are check the permissions on that project and if the field is visible.

I had the opportunity to speak with someone at Atlassian about this, and I showed them the problem, along with how it worked in other environments. Their honest answer was they didn't know why it was happening.
