I would like to ask, if there is a feature available to restrict users to changing their profile pictures?

Your question is about people and processes, not about tools.

You cannot prevent people from choosing/changing their profile picture.

If it's a company policy to only choose a "professional" picture and not an emoji or non-identifiable picture, my suggestion is to communicate this internally within the organization and clarify expectations, guidelines or policies.
